Although they may have had a civil service before 1915, their marriage was not accepted by the church until 1925. The original record for Notre Dame du Bon Conseil, Ottawa is available to view on Ancestry.
To paraphrase:
19 March 1925, dispensation of the impediment of mixed religion granted between William Charles COOTE, son of Joseph COOTE & Sarah AGON, a non-Catholic, and Philomen CHABOT, dau of William CHABOT & Christina PIERCE of this parish. Consent to marriage renewal in the presence of Sydney Joseph McHUGH & Mary E. TUCKER.

There's a Wiki article on the Notre Dame Cathedral in Ottawa, where they renewed their vows. Just google "Notre Dame Cathedral Ottawa". The cathedral was the main church of the diocese that included Pontiac County, Québec, which is where Maniwaki is, so they would have gone to that bishop to get their dispensation. Maniwaki is about half an hour's drive from Ottawa. An nice little town, right in cottage-country for us.
