Richard Fowler 1776

My 3xGreatgrand Father Richard Fowler a Shoemaker born abt 1776 is on the 1841 census in Birmingham,Warwickshire as it was then.He is married to
Ann who comes from Ireland.
Trouble is it says Richard was born out of county so not born in Birmingham.
I can`t carry on with my tree as i don`t know where Richard was born.
As anyone any ideas how i can find out.
I would be grateful for any help.

Shoemakers were very mobile individuals for some reason. The only way forward I can see is through his profession, if any records can be located which might just mentioned where he came from.
