    Default Bombay 1821

I am researching a Captain John Hullock who married Mary Codling in Calcutta in 1829. He served in the "Country Service" on merchant ships used by the East India Company. The India Office has a biographical note on John Hullock which is dated 1821. The biographical note is:-
JOHN HULLOCK, BOND & COVENANT, FREE MARINER, BOMBAY, AMOUNT OF SECURITY: £500, SURITIES: RICHARD CLARK, SKINNERS PLACE, ISLINGTON, ESQUIRE. THOMAS ALEXANDER CLARK, CROWN ROW, MILE END ROAD, ESQUIRE., AUTHORITY OF COURT: 7 NOV 1821.
Can anyone please explain what this all means and its implications. John Hullock was born about 1799, probably in England, so was only 22 at the time of this transaction.
Many thanks if you can help.
