Have you looked at GenUKI?
https://www.genuki.org.uk/
The main Ireland page https://www.genuki.org.uk/big/irl/ says "Civil registration commenced in 1864"

there is also the site www.from-ireland.net/gene/district.htm
this gives some bmds for the whole of Ireland by district and links to other useful sites also

Morrison isn't a typically Irish name. If there's any possibility of it having been a military birth (I mean dad in army), you might have a somewhat easier road ahead of you.

Morrison
There are a large number of Morrison's in the Northern Counties.
If you have his fathers name and hopefully it's an uncommon name you could check the Griffiths valuation and see if it appears there.
If it does it will show what Parish and County and you could then check that Parish to see if he appears in the baptisms register.
Other than that I don't hold out much hope.
Good luck.

Hi I don't know if you have this but I have found his marriage to Edith Martin in 1889.
they married in Marylebone book 1a page 1054.
this should help you to obtain information about his birth
