Birth Cert.born in India

Can someone please advise how to obtain BDM certificates for Parents born in India. I have searched army and consular records but cant locate my fathers record. Terence Francis Brogan was born in Dhanbad India on 24 Oct 1913. His father Peter Brogan had left the British Army before his children were born. Can someone please tell me where I locate the GRO number and where were Indian foreign births registered.

Also did British nationals in India appear in any of the British Census and if so under what heading.

Any help would be appreciated. I have been hitting my head against a brick wall for months. Everything seems to cost enormous amounts of money and you dont seem to able to narrow down the search.
