    Default Born in New York

If a British subject was born in New York in 1818, would the parents be required to advise the British Embassy/consulate of the birth? Would they be obliged to advise the American authorities? Would they be have to comply with the US census?

There was no requirement in 1818, but there might be a record, see this TNA guide

    Not in 1818

They should appear in census returns if they were in the country at the time
