when a census was done in 1901 for instance, were personnel on military bases (or in my search "Victoria Barracks, Portsmouth) just thrown in with the regular population or is there a special place to look for those records?

The box [1901] to enter the barracks is: ED, institution, or vessel however I cannot find Victoria Barracks Portsmouth in 1901, I can find the barracks in 1911, oddly only if I enter Victoria Barracks as a street address!!!

For the 1901 census on Ancestry, find Victoria Barracks by browsing as follows -
Hampshire > Portsmouth > Portsmouth and Mid Southsea > District First Royal Rifle Reserve Regiment and Fourth Oxfordshire Light Infantry Battalions
This is Victoria Barracks but Ancestry have labelled it wrongly. Goodness knows how to find it on the new FMP.
You may have more luck in finding a soldier in the 1911 census when overseas bases were included.
