If the "A" on the number indicates a separate numbering scheme for Australiana, then Hattersly was a red herring, his number didn't start with "A".
There should be a database with the "other" numbers (did Canadians, etc, also have separate numbers?).

the same number was issued to the commonwealth and the different services, also the army had different suffixes and prefixes so the same number could be issued several times.
