Probably Fanny Elizabeth Holness, as a lady with that name is on the same page as a George Philpott, marrying in September quarter 1853, Blean registration district.
Having a bit of trouble trying to locate George and Fanny in a census. Will try again after my TV programme.

I wasn't getting very far with a search for George and Fanny on the census, then I suddenly looked again.

1871
RG10/973 f 115 p 40 living in the civil parish of Herne
George Philpott, 51, bricklayer, Brabourne Kent
Fanny E, wife, 42, Herne
next page RG10/973 f 116 p 41
Fanny E [B?], daur, Herne
Frederick. son, 8, Herne
Sarah E Holness, 34, unm, Herne.
and
again.
Oh, evonne, you've sent for the wrong birth certificate.
I would bet that you need the one registered in Bridge district September quarter 1862. Harbledown where the Frederick who is the grandson of Thomas and Mary says he was born is in Bridge district. (Herne/Herne Bay was in Bridge district but not until 1941. Prior to that it was in Blean.)
And you sent for the certificate of Frederick John, registered in March quarter 1863, Blean district, didn't you? Bummer. I'm so sorry. (It's no consolation to you to know that you're not the first person to send for the wrong certificate, and you won't be the last.)
