Elizabeth Powell 1861 census

I am looking for my 3x great Grandmother Elizabeth Powell in the 1861 census records, she had been born in Trevethin, Monmouthshire in abt 1842 to Isaac Powell (b1816 Buriton, Hampshire) and his wife Mary James (1818, Llangibby, Monmouthshire), and was one of atleast five children Ann abt 1840, George b abt 1844, Isaac b abt 1848 and Mary b abt 1850 all born in Trevethin.
In 1851 they are living at Cwmfrrwddist, Trevethin
Isaac Powell abt 1815 Ructon, Hamp Lab in fire work (Ructon, is a mistranslation he was actualy born in Buriton) eldest son to Isaac Powell & Elizabeth Hall.
Mary Powell Wife abt 1815 Llangibby, Mon
Ann Daughter abt 1839
Elizabeth Daughter abt 1841
George Son abt 1845
Isaac Son abt 1848
Mary Daughter abt 1850
In 1860 Elizabeth also had a son born out of wedlock named William Henry Powell, but when Elizabeth married coal miner William Chivers of Timsbury, Somerset in 1862, Pontypool William Henry took the surname Chivers.

Any help that someone can give me would be greatly appreachiated.

Well it's totally defeated me. I've spent quite a lot of time trying every possible combination of names & places, used alternative spellings and been up and down the other censuses looking for clues and I have to say that I think they're not enumerated in 1861. I do find that rather odd, but it does happen.

Don't give up though, you never know what might turn up!
