India Office records (at the British Library) include
'Burma Railway Company, L/AG/46/6/17-18 List of Employees 1898-1921'

For background information, you may also find Murray's Handbook - India, Burma & Ceylon 1926 to be of interest. The original book was written in three volumes between 1859 and 1883 and was added to in many new editions (this is the eleventh).
