Like you, I keep coming back to this thread and while I can't find appropriate dates of travel to fill in the gaps, I've had a look for the birth of Cyril Jones age 7 months as of the return date to Canada by Cyril and his family.
I am reasonably satisfied that this child is not a child born to Cyril and his wife while in Wales
So who were his parents and what happened to him once on board?
I thought of the possibility of an unmarried Jones in Swansea, giving birth in 4th q. of 1939, but nothing fitted
I thought of the possibility of a female Jones marrying a male Jones in Swansea between 1938 and 1939. There were 3 such events in 1938 [all in 3rd q.] 8 in 1939 [6 in 3rd q. and 2 in 4th q.] but none of these couples had a child born in the right q.
This has brought me back to the idea of a him being handed over by an unknown mother either in Swansea or in Liverpool.
Assuming Cyril wasn't aware of the baby's given name, he would likely have used a name that was 'easy to remember' when they docked in Canada. If this was the case, then what was the procedure for handling such an event - giving up the child to the authorities - once the authorities were satisfied that the child was not theirs.
Does anyone have any ideas?

Colin, maybe there was something pre-arranged between baby's mum and possibly her other family/relatives in Canada..easy way for your Cyril to take baby along as his own, then hand over the little mite to whoever in Canada.
Please don't ask me why Cyril and his wife would do this, as only compassion springs to mind!
'Talking' of Cyril, I found the following but his age is wrong for a start, anyway see what you think:
Cyril Jones age 29 Surveyor born Swansea - previous entry to Canada 1912 Depart 1915
Passage paid by HM Gov?
Left Canada to join HM Forces.
Remain perm. in Canada and Grandfather had TB.
Mother, hard to read, M? Jones
7 or 17 Pant Y Gwydr, Swansea
Left from Liverpool to Quebec on Megantic 15 or 18/5/1920
its stamped 23 or 28 May 1920.
There is a Canadian address but that thick black stamp is directly over the poor writing of it!
Probably a bit suspect this one, but I'm still trying to find them!

I am inclined to agree that we'll never know who the parents were for this youngster.
I did check for a corresponding birth to see if it was possibly an unmarried cousin of the family but nothing significant showed up. The only one I found was in the 4th q. of 1938 [age 19months when Cyril left in June]. This child was named Cyril A. Jones, the mother's maiden name was Jones - Swansea reg. district. This was either an unmarried lady named Jones or a spinster named Jones, marrying a Mr. Jones and residing in Swansea.
Maybe as you say, it was a compassionate move or had been previously arranged.

None of this seems relevant at this point in time, Cyril was never a Surveyor by profession.
My Cyril was too young [born 1907] to have been in Canada in 1912 and he had siblings born in Wales in 1910 and 1912, so his parents were definitely in Wales prior to the 1914-18 war.
Thomas Frederick was 33 when war started [in 1914] and was a Mechanical Engineer at the Swansea Docks, so I have reason to believe he was engaged in war work, however as there were no children born between August 1912 and August 1919 it is possible that he was in some military activity also.
Will see if I can find any service records for Thomas Frederick.

Colin, the best I can come up with for Thomas return to Canada is;
Thomas Jones age 59 (b1881) Welsh
Alien employed as crew member - 2nd mate
Ship: Monkleigh
Swansea to New York Aug 14 1940
All I can say is the name and birth year are correct!
