    I do not have the registrations for Frederick or Herbert, though the ones you mentioned are possibles. Though the only way of knowing for sure would be to order copies of the certificates.

    In fact looking at the 8 children of John Ballard and Emily Harriet Morley I only have registrations for 4 of their 5 youngest, and baptism records for 5 of the 6 youngest (including Emily).

    This would appear to support your theory that indeed they didn't officially register the birth Emily (or her older brothers, Herbert and Frederick).

    Herbert Richard Ballard married Mary Fairs in Islington in 1889. His father was John James a Tailor.
    Herbert was stated as 24 years old. (born 1865)

    There is a Herbert R. Ballard in the 1901 census married to a Mary.

    These two entries may line up with the birth registration for Herbert
    Herbert Richard Ballard July, 1865 at Pancras
    If so, then the theory that they did not register the births of the older children goes out of the window.

    I would agree that these are the registrations of the two eldest boys, so the mystery of Emily continues....
