Hi Angie,
I assume you have taken your information from the GRO Index, which means that they married in Atcham registration district.
A registration district is a different beast to a town, encompassing quite a few other place. This is the list of places in Atcham registration district.
Fanny and John could have married at any church/chapel in any of those places, or the district register office, so I'm afraid you need to send for the marriage certificate to establish the ages of Fanny and John, plus (hopefully) the names of their fathers and their father's occupations.
Only then can you start to go back on census, and find out further details about their families.

I have Pugh connections in Shropshire and believe me there are a lot of them. I think you will need to send for the marriage certificate to find out more. Do you know how old they were when married?

Angie, do you have the names of any chidren born to them , perhaps before 1911 which may fing them on the 1911 census? or even after 1911 ,hoping a name may be different enough to find it on FreeBMD using Mothers maiden name.
