have been researching my paternal grandmothers side of the family, they seem to have started in stafford. thomas jarvis was a publican, and was born in 1833 in derbyshire. on the 1881 census he stats he is married with a daughter the address is 78 foregate street stafford was the a publice house or a house.

On the original (not the transcription) RG11/2689/65/3 - crown copyright-care of TNA
Under the address 78 Foregate Street is written "Plume of Feathers" - so I would think that this was a Public House
Did you see other Jarvis's living in Foregate Street? may be related.
