According to one website, in the 1860s the top hat was relaced by a 'cock's comb hat' (I would guess that could be something like the one in the photo) and by 1870, this had been replaced by a six panelled hat similar to those worn up to recent times. That would date the photo 1860s - 1870s.

Hi Colin,
The 8 button police jacket came in mid 1860s. Pre 1860 police wore a top hat which as Carol has stated was replaced by a coxcomb hat (as seen in the photo) which only lasted a decade. The hat and 8 button jacket will place the photo between 1865 - 1870.
