Do you know the area they could be living in at the time? There are a few names that match but not born Salford.Quite a few from Liverpool.
Quite a lot of the 1851 census for Manchester were damaged and not all are transcribed.

Margaret Pownell 20, born Wigan, Lancashire
Ann Pownell 1, born Pemberton, Lancashire
The family are living in Ormskirk Road, Pemberton, Wigan, Lancashire.
