Dartmouth or Greenwich? Possibly some more details and probably the best place would be to start at the National Archives, Kew.
Type in Royal Naval Colleges, Officers and Cadets.

Go to the National Archives catalogue
https://193.132.104.74/catalogue/search.asp
and enter a search term of Royal Naval College and a Department or Series Code of ADM. Enter whatever date{s} you're looking for.
At a cursory glance, what you're looking for seems to be in ADM 203 You may want to refine the search accordingly.

If you google
Royal Naval Colleges, Officers and Cadets
there are several hits that may help and explain what information is available.
Newspapers could also be a source of information if you know the date of passing out.

TNA's research guide on Officers serve records may help to inform you as to what is available. Is this someone who was definitely in the RN - other RN colleges exist depending on circumstances. It you could give a little more detail, we may be able to point you towards the best place to look. Was this someone who entered the service as an officer, or who joined as a rating and was promoted? Could the 'college' attended be for enigneers, or some other specialist skill? A rough period is also of importance.

Hi,
I have been doing a lot of reading from the sites suggested. Just spoke to my father-in-law and he remembers his father talking about Sandhurst Royal Academy??? He also remembers that he WAS in the merchant navy. Would explain what he was doing in India, I guess.
Some of these sites I have read from say the cadets were admitted at the tender age of 13 at the parents exspense. I know that in 1911 they were living in quite a prominant area in Liverpool.

As a rough time frame, I would have to say 1914/15
