Does anybody know of a searchable database of farm workers,owners and labourers that covers the early part of 19th century Devon?

Not a database, but ...
You might find something in the Land Tax Assessment records, at least for farm owners and lease- or copy-holders. Take a look at this article from the Devon County Council.

What is it that you are trying to find, and which part of Devon are you wanting? Do let me know, as our local library has a very good Local Studies section which may have some of the info you require.
