Can't find a marriage, found an entry on the 1851 census for Thomas Willet and Margaret in Monmouth. Had a quick search on the web and came across the Herefordshire Surnames List. There is an Eric Willett researching pre-1881perhaps you have already been in contact with him.

Thomas WILLETT
Looks as if Thomas was married twice. He is in the 1871 census of Pontypool (RG10/5331, folio 98, page 55) living at High Street with wife Emily and children Joshua and Louisa and is shown as a Rail Inspector born Holme Lacey. In the 1861 census of Trevethin, Monmouth he is shown as follows:
RG9/4009, folio 41, pages 13/4
Main Street
Thomas WILLETT Head Mar 38 Rail Inspector Monmouth Hereford
Mary Ann do Wife Mar 33 do do
Edwin do Son Un 10 Scholar do Trevethin
Thomas do Son Un 8 do do do
Joshua do Son 5 do do
Louisa do Daur 3 do do
Merial do Daur 1 month do do
and this looks like him in the 1851 census of Abersychan, Trevethin:
HO107/2449, folio 322, page 5
Miners Cross?
Thomas WILLETT Head Mar 26 Railman Herefordshire
Margaret do Wife Mar 22 do wife ?
William do Son 1 ?
I think one or other of the Enumerators in the 1851/61 census may have transcribed some of the names incorrectly but the 1851 entry is extremely faint and difficult to decipher in places.
There is a marriage registration on FreeBMD in the Dec qtr 1849 at Pontypool reg district, vol 26, page 209 of a Thomas WILLETT and one of the other names on the page is that of a Mary Ann PRICE which sounds a likely candidate.
Not that this helps you with your quest for the parents of Thomas but it may give you another area to explore. However, you should perhaps consider that Thomas may have been illegitimate as there is an extracted baptism on the IGI of a Thomas WILLATT on 16 February 1823 at Holme Lacy with Mary WILLATT as the only parent mentioned. There is also an extracted marriage record on the IGI on 28 September 1826 at Home Lacy of a Mary WILLOT and a Charles ANDREWS.

Thomas WILLETT
Further to the above, the marriage for Mary WILLETT and Charles ANDREWS is confirmed by the Herefordshire Marriage Index and there is also a burial record of a Charles ANDREWS on 28 July 1830 at Holme Lacy, aged 29 which might explain why I can't find him in the 1841 census.
