    Do you know about FreeBMD? It's a free index of births, marriages and deaths in the UK from July 1837 up to the present, and it's almost complete in the 19th century. I searched for Thomas J Michaels between 1870 and 1899 and only one came up:
    December quarter 1894 Thomas James MICHAELS Liverpool volume 8b page 29

    Liverpool is very close to north Wales, of course, and was a real melting pot of migrants in the Victorian era.

    If this seems like your man, you can order a birth certificate from the General Record Office. If not, have another search on www.freebmd.org.uk with more likely date boundaries.
