You could try emailing the major newspapers in the area to see if they offer a research service.
If you have an exact date, some one might look it up for you for no cost. We have an "ask a Librarian" service in some of our libraries and they will look up items for free. Depending if they have issues available.ChristineR

The Scotsman have an internet archive of past editions online now. It's a national paper, but if the event was important enough, they'll have picked it up.
GENUKI has a section providing links to scottish newspapers here http://www.genuki.org.uk/big/sct/#Newspapers

Thank you both for your replies, unfortunately I only have a name and a place and know what happened but I can not remember which year it happened in, i can not post on forum as relatives might still be alive...

I don't know about the other papers, but the Scotsman's search engine is pretty good. Last time I used it, I fed it a place name and ended up staying up all night to download all the items (it was one of those free 24 hour offers).

The State Library in Victoria has several international papers stored on micro-film and available to readers. Would a library near you have the same facility for an Edinburgh paper perhaps?

First thanks to all who have replied.
I don't think they do its only a small library.
I have had a look at "the Scotsman" their archives that I can see are from 1817 to 1950 unless I am missing something (Which is a good possibility LOL)
what I'm looking for happened in the 1970's

Hi Sandy ,
Edinburgh central library may be able to help.
