I have the old family photo albums which were taken about 1880-1920.
The photographer is long dead and one can assume the firm. I also doubt that the negatives still exist.
1. Is there a time limit on coyright
2. Can I scan the images to distribute (free) to other relatives

Copyright
from what research i can gather if the photo was taken before 1945 the copyright ran out on 1st January 1996.

If they are your own personal family photos, I would think that you are free to do whatever you want. And scan them and save them in different places eg.external hard/flash drive, cd's.
Sadly, our friend Vanessa, passed away 29th. February 2012.

In the case of artistic works (which includes photos.)
Statutory Instrument 1995 No. 3297
The Duration of Copyright and Rights in Performances Regulations 1995
”Copyright expires at the end of the period of 70 years from the end of the calendar year in which the author dies.”
This means if the author (photographer) died before 1937 it will be out of copyright.
