looking for website for area library

Hello all,

I'm trying to get in touch with a library that would house or have microfilms of local newspapers from the 1930's.
I'm trying to locate a death annoucment or obit for an Elizabeth Watt d. Jan 19, 1936. She lived at 173 Downham st. Blackburn.
