Bearing in mind the chap was from Stromness, could INS be the shipping abbreviation for Inverness (where the boat was probably registered) - i.e Inverness registered boat number 1314.

It was an address on an envelope i have. I did mail Newfoundland but they couldnt tell me what it was.

I'd suggest then that my guess may be correct. You might try the record office covering Inverness to see if their registered craft had this abbreviation.
