At the turn of the 19th/20th century, so I am told, a station master of a major station, in this specific case Bristol Temple-Meads, would wear Top Hat and Tails. Is this likely? And if so, would it be every day or just special occasions?

It doesn't answer your question fully but it reminds me of "The Fat Controller" from Thomas the Tank Engine who wore top hat and tails if I'm not mistaken.
