How do you find out if someone in the early 1900's was in a workhouse,asylum or prison?

If they are not in the institution in the 1901 census then you will need to identify the institution, the local record office which holds the records and then search them, if they are available for public consultation.
Some records are closed to protect the identities of the inmates. There should be no problem with records pre 1910, I would imagine.
You may find the location of the records by searching http://www.a2a.org.uk/ for the records you want. If you do not know the institution, but only the general area where the ancestor was located then the local record office may be able to advise you.
