GOODYEAR - Hit a large brick wall!

Hi all, I am at a seemingly in-surpassable wall! I am researching Goodyears of Devon and have got back this far:

Robert Goodyear was born c1795 possibly in the Dartmouth area. He was a shipwright. He married Sarah Punchard on 7th July 1822 at St Clements Church in Townstal. I cannot find anything out about Roberts parent to enable me to go any further. I have been to Devon records office and had a look through their parish records for a birth for him which would give his parents names but to no avail. I don't even know where he was born except that on the censuses it says Devon! I really don't know where to go from here and if anyone could help that would be brilliant!!
