where can i get a birth record of james storey born in lincoln county england in 1815 and names of his parents

You won't get a birth certificate - civil registration (and thus the issuing of certificates) started in July 1837 here in the UK.
It will be a case of looking up the parish records for a baptism record - which may or may not give both parents (often only the fathers name is given).
Lincolnshire is a county in England and thus we need to narrow down the area to parish level to make this a feasible search.
