It depends on whether he was employed directly by a railway company. Have a read through TNA's research guide on:
Railways: Staff Records (http://www.nationalarchives.gov.uk/catalogue/RdLeaflet.asp?sLeafletID=124)

Hello Teresa,
First, there is this TNA research guide (http://www.nationalarchives.gov.uk/catalogue/RdLeaflet.asp?sLeafletID=124) to Railway staff records, which would be a good starting point.
Also, you may find this book (http://www.parishchest.com/shop/index.php?cmd=viewproduct&cat=&id=P80345&pageOffset=0) to be of great help. :)

This site http://www.midlandrailwaystudycentre.org.uk/Rail491.htm gives reference RAIL 491/1010 for 1876 - 1908. The link on the page goes to the TNA as mentioned by Geoffers & Jan
:)
('Geoffers & Jan' sounds like a posh tin of biscuits :D)
