Do you know where Clarence Street is? Knowing that would help you to be able to search for pubs around that area.
Then you could look in the historical directories for entries in either the 1900s or 1920s, Liverpool directories:
Perhaps there's a mention in the National Archives Records.

Go to Liverpool Record Office and ask to see the licensing records.

Clarence Street runs between Brownlow Hill and Mount Pleasant near the City centre. The 1901 Census has a William Soaper living at 1 Clarence Street occupation Public House Manager, so it looks as though John Smethurst managed a pub, living over the premises.

"White Star, Richard Thomas Morgan, Brownlow Hill & 1 Clarence St"
Gore's Directory of Liverpool & Birkenhead, 1900. [Part 3: Trade & Official Directories]
"White Star Vaults, Frederick L. Elsworth, 1 Clarence Street"
Gore's Directory of Liverpool & Birkenhead, 1900. [Part 1: Street List & Street Directory]
"CLARENCE ST - E...

By the way...My last word should read "Victualler".
