Hello Sue.
This is quite a big ask without more information. The two Pulhams had a combined population of 2,300 in 1851 (approx 100 census pages) - and that's assuming that Cornelius was in one of the Pulhams in 1861.

I've checked the transcript of the 1851 Norfolk census for all Potters - no trace of a Cornelius in the county - also no Kezia(h)s born in Scole. I've also checked everyone born in the Pulhams and everyone living in them, in case his names have been mistranscribed, but nothing obvious stands out. If they weren't in their home parishes in 1851, there's a fair chance they weren't in 1861.

The 1861 census isn't indexed - I'm slowly putting together a surname index which I'm posting on the Norfolk forum - to date I've covered about 100 parishes (only 652 to go  ) and included 12,629 names - but there's a long way to go.
