my grandad was licensee here in 1922,are licensees records retained anywhere?

If this is the Cotswold Arms in Burford, Oxfordshire, you could try contacting the pub direct, as it is still in existence.
They will be able to tell you whether it is a managed house or if it is a free house. If the former, the brewery for whom it is managed, should have some information in their archives. If it is the latter, you may strike lucky and the current owners have information that they could let you have.
There could also be details of licensee records held at the County Records Office.

If you enter the name into google and click images, there are plenty of pictures.
It looks a very olde worlde type place.:)

You need to confirm the location of these premises.

It is usually full of less olde worlde tourists.
There are lots of local history books on Burford and I have a vague recollection of one about licensed premises. Using a search engine, enter 'Red Lion Bookshop' and it should come as the first hit - it's at 122, High Street, Burford. Give them a call and they should be able to tell you if they have such a book and will be able to post you a copy.
