You might try searching the annual index to wills to see if Charles left a will and if he did, if it mentions William and where he was living, if William had any children, they may be mentioned in the will.

Tha annual index is not online. You will need to go to a record office. Does Exeter have one???
The index (Probate Calendar) is kept on microfilm and most County Record Offices and is easy to use.

As a start..................
If he was in the Merchant Navy - try searching TNA's catalogue (http://www.nationalarchives.gov.uk/catalogue/search.asp)
for Seamen's Pouches.
In the word or phrase field, enter - tarling
leave the dates blank
In the department or series code, enter - BT372
See if any of those relate to your chap
For marriage and children - try searching the GRO index.
Begin with freebmd (http://freebmd.rootsweb.com/cgi/search.pl) which is not complete and contains errors, but is a useful tool. Then move onto trying the full GRO index - it can be a long search, but research can take time.
See Jan's response about the research guide at TNA for Merchant Seamen.
Did he die in either world war? Try the CWGC (http://www.cwgc.org/) site
Did he serve in the Merchant Navy in WW2? Try searching Documentsonline for Seamen's medals (http://www.nationalarchives.gov.uk/documentsonline/browse-refine.asp?CatID=12&searchType=browserefine&pagenumber=1&query=*&queryType=1).
Try the Probate Calendar.
Is anyone else researching the same surname? In a search engine, enter the county name and also 'surname list' and see if there is an online list of those also interested in Tarling in the same area?
