Thomas was with his parents in Bishops Frome, Herefordshire in 1891

Class: RG12; Piece: 2070; Folio 88; Page 5

On a quick look on Ancestry I can't find any of the family. Possibly a mistranscription somewhere or they were on the move between places.

Could this be father George and family in the 1901 census of Stoke Lacy:

RG13/2489, folio 46, page 4
Lydiatts

George JENKINS Head M 45 Ordinary Agri Labourer Hereford Bishops Frome
Jane do Wife M 44 Gloucester Coverley
Emma do Daur 11 Hereford Bishops Frome
Elizabeth do Daur 7 do do
Albert do Son 4 do Preston Wyne
Arthur do Son 1 do Stoke Lacy
Edward do Brother S 21 do do Much Cowarne

Emma is the only one born Bishops Frome in the 1901 census of about the right age. However, I'm afraid I cannot find Thomas in the 1901 either.

I've just had the thought that he had maybe already joined the army as a regular. My husband's grandfather (b1888) was a soldier from before WW1 and all the way through the war. He saw a lot of the world, including Egypt, India, Greece and, of course, France.

The T4 prefix to his regimental number indicates the Horse Transport of the ASC.His entitlement to the British War and Victory medals shows the he did not enter a theatre of war until at least 1916. Your next move should be to see if his service records still exist at the National Archive.
