I don't think this full list has been posted before - I searched and didn't find it.
http://www.ukbmd.org.uk/genuki/REG/regoff.html
List of contact phone numbers, e-mail addresses and links to freeBMD sites.
I know the few I've used, the info has been correct, but if anyone finds an error in the contact info, it may be worth letting Brett know, his mail address is available at the bottom of this page. http://www.ukbmd.org.uk/genuki/REG/index.htm

What Mike forgot to say is that the second URL is a list of counties in England and Wales, and if you click on the county you get a list of the registration districts within the county.
Also, did you know that, on FreeBMD if you click on the district name and follow the links, you get a list of the places in that registration district?
Do read the county codes for the places listed carefully though. Some districts cover more than one county, and then you get places being transferred to another district over the course of time. This one is a great one for counties http://www.ukbmd.org.uk/genuki/reg/districts/stamford.html and if you really want to get confused have a read of Stamford Baron St Martin. It could do the hokey-cokey all by itself. :D
