Can you give some more information. Is the piece of paper just a scrap or is it an RN doucment?
Who was your grandad and when did he serve, was he commissioned, warrant or other rank? - Can you identify him on The National Archives Registers of Seamen's Services (http://www.nationalarchives.gov.uk/documentsonline/browse-refine.asp?CatID=15&searchType=browserefine&pagenumber=1&query=*&queryType=1)?

Dave
Been looking at coupl of wartime naval numbers, and it appears that there where letter(s) / (Letter(s)) then numbers.
My uncle's number was C/SSX 15926 someone else was SS/ 112510 another C/LD/X 4794 so there is no fixed format.
Could it be TW/IX 729393 ??

I would be inclined to search without the numbers - just the name.
Was his service in the RN before or after the period covered by Documents online?

The TNA's Documents Online description of the Royal Naval Seamen's records at
http://www.nationalarchives.gov.uk/documentsonline/royal-navy-service.asp
says that they cover the period 1873 to 1923. So it's no surprise that you haven't had any success there.
If you roll down that page to the section 'Why can't I find an Entry?' you'll find addresses to send to for records (a) between 1928 and 1938, and (b) after 1938. Since the 'Order for Release' document that you have is dated 1946, it's obviously the Portsmouth address that you need to use.
