FreeBMD is reasonably complete for that period. If you've confirmed FreeBMD's nil result by going through the GRO indexes for yourself, there are a few possibilities.

You may want to consider the possibility that they married outside England & Wales eg Army, Scotland or Ireland, foreign parts etc.

Other than that, you'll want to be aware that by far the commonest reason for not finding a marriage is quite simply that they didn't marry.

There is a very small possibility that the marriage got lost before being recorded in the GRO index. You could try pursuing this through the local register offices but would need a fair idea of where they might have married.
