I see him in the 1891 census as a 4 year old with parents and siblings...
Father John F.C. Maddox is a carpenter and joiner. Mother is Winnifred. Two siblings.

Father John F.C. Maddox is a joiner, Arthur is working as a telegraph messenger. Mother-in-law [sic] Caroline Maddox is with the family. Either she's really John's mother [not mother-in-law] or she coincidentally has the last name as her son-in-law. Three siblings
