Sorry, we do not seem to have that book at Parish Chest. This is the closest I can get.
A Topographical History of Staffordshire (http://www.parishchest.com/en-gb/dept_1295.html) edited by F. A. Milne.
This is a facsimile reproduction on CD-ROM of the Staffordshire section from volume XI of the Gentleman's Magazine Library series, English Topography . Contains a miscellany of useful information for the local historian or genealogist. View using Adobe Acrobat Reader. PC or Mac. From Bibliopolis Books.

If you want to access as in buy, then you may need to save your pennies first :) before contacting some antique book dealers. Unless you can find someone who's published it on CD.
If you want to access as in refer to the book then I would try the county Record Offices/Archives and/or main libraries of the three counties.
