I have been trying to find my family in the above, but it seems to be missing. What happened to the returns for this area in 1861? Does anyone know?

Have you tried looking for them under Heswall or just searching on place of birth rather than place of residence? I can't find Gayton as a name for a place of residence in the 1861 census, but can find lots of people who give Gayton as their place of birth.

TNA's catalogue shows RG9/2635 as covering Heswall Hamlet, Gayton Hamlet and Heswall-with-Oldfield. The entries look to be around folio 125-ish if you're using film/fiches/CD. What name are you after?
