I have located Walter HOLLAND in 1871 Census living in St Martin's Parish - he describes himself as a Town Councillor and Town Founder !
The details are as follows.

RG10/3050 Folio 124 Page 13

District Worcester :Parish St Martin's :

Possibly Mary's , Walter's Wife , maiden name was Griffith . but William could be a step brother of Walter's.

Kelly's 1884 Trade Directory -
Lists Walter Holland as a Towncouncillor - Address Rose Hill Villa, London Road.

Kell'y 1900 Directory Lists

City Magistrate - Walter Holland. Rose Hill Villa London Road,
also as Charity Trustee and Councillor.
Note : This is more likely to be Walter Holland Jnr!

But cannot find Walter as Mayor. -
Of course he may have been Mayor between Census.

in census 1891 - 1901 ( only Walter Jnr. ) presume Senior had died.

As in McKenzie & Holland?

Yoi should find some references in A2A under Worcestershire Record Office. Also try the National Register of Archives.

Google also throws up some references.

Considering the 1881 Entry , I think you are right !!|blush|
Thought the description in 1871 a little presumptuous!

The son appears to have been Mayor. Don't know about the father.
