I believe this photo is of William Mills Richey, who became City Marshal of London in the late 1800s, but it might be his brother. (born 1835, died 1893)
Can anyone suggest a date from the clothing and studio set?, I think before 1870, maybe late 1850s or early 1860s but could be totally wrong.
