is there anyway of finding people who have moved with the idea of not being found?

No doubt it will depend on how determined they were to cover their tracks - a change of name could be almost impossible to trace (see a number of threads covering just this topic).

If you're talking c1946 onwards for England and Wales then Traceline may be able to help. They may be able to help with earlier dates - you will have to ask them the time limit.
They will not however tell you the whereabouts of the person you're seeking, but will forward a letter on your behalf. If the person has died they give you enough information to enable you to send for a death certificate.
