Victory wasn't taken into dry dock until 1924, in 1871 it was moored in Pompey harbour.

To locate a service record of someone in the RN, you will need to use the records held by The National Archives (TNA) They have loads of research guides, click on this link http://www.nationalarchives.gov.uk/catalogue/researchguidesindex.asp?j=1#r
and look under the relevant guide headed 'Royal Navy'

Also look in TNA's documents online under the Registers of Seamen's Services. There's an explanation here
http://www.nationalarchives.gov.uk/documentsonline/royal-navy-service.asp

Did your chap have another forename? Do any records show his name spelt diffrently? - e.g. MOOR, MORE

[It was actually January 1922 when Victory was first moved into No.2 Dry Dock in Portsmouth Dockyard - I grew-up in the City.]
I always get the year mixed up, thanks for clarification.
