Pursuing some orphaned children from Westminster (as one does), I found them in the 1901 census boarded out in Wolverton, Bucks. I noticed there were several other children born in Westminster shown as boarders in Wolverton. A quick check suggests there was nothing unique about Westminster (St George's Union?) and Wolverton. However, previously I've only come across "customers" being boarded out within the boundaries of the union.

Does anyone know what policy was around the turn of the century?

I don't know if it was general policy; but I have occasionally found residents of workhouses as patients in various institutions - presumably sent to the country/seaside for the fresh air, as part of their 'treatment' for TB and the like.
